In order to comply with the Tier II Clean Fuels Act
regulating sulfur content in gasoline, Sunoco constructed four
new Low Sulfur Gasoline processing units. The units were located
at four sites throughout Sunoco’s Northeast Refining Complex.
Tie-ins to existing refinery systems will be uniquely
designed and constructed for each facility. the team, in
conjunction with the on-site Construction Manager, is providing
Construction Management Services for the Philadelphia, PA and
Marcus Hook, PA refineries.
The Services include development and maintenance of a
resource loaded CPM schedule, cost management, productivity
analysis, technical document distribution and control, Request
for Information (RFI) preparation and response, contract
administration, change order review and response and submittal
coordination. The team also provided recommendations on all cost
and schedule issues.
A program of phased starts was implemented for the
Pennsylvania projects to allow best efficiency of local
construction resources. Start up and commissioning of the
Philadelphia unit occurred July 2005. The Marcus Hook unit’s
start up and commissioning occurred in October 2005. All four
units met the EPA operational constraint date of January 1,
2006.

sales of approximately five billion pounds, largely chemical
intermediates used to make fibers, plastics, film, and resins. |
